I don&#039;t believe Apple has the system functioning how they want before release.  Anecdotal evidence for sure, but my experience with the way notifactions are pushed to the iPhone for App Updates has been inconsistent at best.  Almost certainly this is the system Apple is using for those updates as a test bed.</description>
