I have had the same troubles, and when i contacted apple, I found out it was a large issue and they are working on fixing it.

Registration doesn’t close till November 13th. Me and my teacher were trying to figure out why it wasn’t working, but haven’t found any reasons. Other people are registering, so it seems with the Recent New Teams/Insomniacs.
